PHILADELPHIA — Paul F. Soczynski, Senior Vice President of Healthcare at VOA National Services, and Grace Li, CEO of On Lok, participated in a keynote panel at the 2026 OPEN MINDS Technology & Analytics Institute in Philadelphia. Their discussion focused on the growth, outcomes, and regulatory environment of the Program of All-Inclusive Care for the Elderly (PACE), which serves older adults with complex care needs by providing coordinated medical and social services. PACE operates in 33 states and D.C., serving nearly 98,000 participants, aiming to help seniors remain safely in their homes rather than institutional care.

Soczynski highlighted VOA National Services' unique approach of co-locating PACE centers near affordable housing to integrate healthcare and housing services. He emphasized the intentional, mission-centered expansion of their PACE programs. On Lok's CEO Grace Li reflected on the evolution of PACE from a nonprofit network to a more competitive field, stressing the importance of maintaining standards and advocating for reasonable regulations. Soczynski said “We have a very intentional way of expanding our PACE programs.”
